ACTUAL BEHAVIOR
---------------
When user is populating organization and location in India Tax Details form of AR Transaction, the same is not getting saved although first party registration setup is present. This is happening only if Reference fields in receivables transaction form contains values.
EXPECTED BEHAVIOR

Organization and location details should get saved.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create manual AR transaction.
2. Go to tools > India Tax Details
3. mention organization, location and then save.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot complete the transaction.
