Unable To Add / Modify Line With Catalog Bulk Load - Items Upload item descriptor seems limited to 30 (Doc ID 2428884.1)

Symptoms

When attempting to add a line for Blanket Purchase Agreement BPA in Buyer Work Center, the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Buyer work center > Agreements > Query for BPA and bring up an existing BPA.
2. Go to lines and then select 'via upload' for 'Add Lines'.
3. Select an upload file (manufacturer item column filled with a value where length greater than 30 bytes) and submit the upload job.
4. Check job status from core application and see this has ended in warning
5. Line is not created
6. FND_LOG_MESSAGES table gives the below informations :
