Symptoms

On : 12.1.3 version, Award Management

When opening an award
the following error occurs.

ERROR
-----------------------
The installment Start Date must be on or after the Award Start Date


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Grants responsibility > Query the Award 15042 > Open
2. Error occurs

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot update the installment start date of the award
