Symptoms
On : 12.2.6 version, Customers Module and Telesales/eBusiness Center, unable to create organizations.
When creating organizations, warning message appears as follows:
ERROR

Warning: Possible Duplicate Organizations in option 2 , there are no existing organizations displayed
Warning: Duplicate Prevention is not available. Please contact your administrator to enable this functionality.
Due to this issue, users cannot a) create or update existing account in AR or 2) eBusiness center can not create customer
