Symptoms
On : 12.1.3 , Estimate and Actual Charges
While saving Labor line in Repair Estimate getting the following error

"API Programming Error(Validate_Charge_Details): The value "XXXXXXX" for parameter Ship_to_Contact_id is invalid"."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Applications
2. Go to Depot Super user responsibility
3. Navigate to Repair Orders Form and query for a Service Request
4.Go to Estimate tab and Try to enter line and click Save
