Unable To Process RMA Receipt Transaction Due To Time Lag During Order Line Split. (Doc ID 2430024.1)

On : 12.1.3 version,

When attempting to process an RMA Receipt transaction,
the following error occurs in csi_txn_errors and IB: Txn Error and Summary Details form.

Unable to process RMA Receipt transaction due to time lag during order line split. Please reprocess the error.

The issue can be reproduced at will with the following steps:
1. Create RMA Receipt
2. The txn does not get processed and errors in csi_txn_errors.

The issue has the following business impact:
Due to this issue, users cannot process this transaction causing incorrect data in IB.
