Role Is Not Showing In Available Roles On Enrollment For Istore (Doc ID 2430413.1)

Symptoms

On Test : 12.2.5 version, User Registration

ACTUAL BEHAVIOR
---------------
A custom Role was not appearing in "Available Roles" List of values while creating a new Enrollment.
This role appears on one of the existing enrollments but not when creating a new.

Same Role was not found using Navigation: Setup > Settings > Security > Access Controls > Roles

EXPECTED BEHAVIOR
-----------------------
Since Enrollment appears for an existing Enrollment, same Role should appear as available roles when creating a new Enrollment.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login to EBS with Resp: CRM HTML Administrator
2. Setup > Enrollments
3. Click New
4. See..LOV for "Available Roles". A custom Role "XXIBE_ORDER" was not available
5. Go back to Enrollment page, click on Existing Enrollment
and see the Role "XXIBE_ORDER" was listed under "Assigned Roles"

BUSINESS IMPACT

The issue has the following business impact:
Unable to create a new Enrollment for business requirement.
