Unable to Update Salary Based on the Assignments New Grade Ladder / Grade (Doc ID 2430467.1)

When attempting to promote an employee  the following error occurs.

 OR  depending on which steps used to update employee/assignment record ...

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

Scenarios to review that are resolved by this same patch/bug:

Three different Scenarios could cause this issue:

Scenario One:

On worker status Change - Employee X is undergoing a change of Employment/Assignment Category from 'Seasonal/Temp' to Fulltime
1. enter worker status change for the employee

2. change the position , job, organization, grade, employment category and also Grade Ladder for the employee

3. Hit Next button to progress to next screen - failure !

4. Unable to proceed - Error message "Unable to update Salary based on the assignments new Grade Ladder / Grade. Please contact your HR administrator with the details of the change you are trying to make"

Scenario 2:

When making the same change In the User Interface - not MSS,
1. change the position , job, organization, grade, employment category and also Grade Ladder for the employee

2. Hit 'Save' - error "Post Process encountered exceptions when processing the Grade / step information. Please check the exception in the Process Log with the Module type as 'Assignment Enrollment'

Scenario 3:

On worker status Change - Employee Y is undergoing a change of Employment/Assignment Category from 'Part-time' to Full-time
1. enter worker status change for the employee

2. change the position , job, organization, grade, employment category for the employee

3. Hit Next button to progress to next screen - Change Location - successful!

4. Hit Next button to progress to next screen - Work Schedule - successful!

5. Hit Next button to progress to Pay Rate changes - failure !

6. Unable to make Pay Rate changes ; error message - "Pay rate changes exist on the date you selected. Please contact your human resources administrator. "

7. Hit Next - to progress through remaining screens - successful!

However the Worker Status Change retains the old Salary Information, which is not desirable

User checked to see that there are no actions that exist on this assignment for this date or a future date.
