When attempting to open For Your Information (FYI) notifications from the worklist for an approved New Hire transaction, the following error occurs:
ORA-06512: at "APPS.HR_NEW_USER_REG_SS", line 166

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Responsibility: Manager Self-Service
- Navigate: Hire > Enter all the required details on each page, then submit
- Complete any approvals to trigger the final FYI notification
