For Revenue Contingency Removal Event Payment, will Credit Memo Application or Adjustment be considered ? (Doc ID 2431678.1)

Goal

User has defined Revenue Contingency with removal event as Payment.
Now user is applying Credit Memo (CM) or Adjustment on Invoice having revenue contingency and expecting revenue distribution to be recognized.
However, no revenue distribution is getting created upon Credit Memo application/ Adjustment , while upon Receipt application, revenue distribution is getting created.

Does this mean that Credit Memo application/Adjustment  is not considered as Payment ?
