On : 12.1.3 version, Descriptive flexfields (EXCEPT setup or Flexbuilder issues)

Periodic Alert sends emails inconsistently.
STEPS

The issue can be reproduced at will with the following steps:
Monitor successful email notifications.
Sometimes only 2 of 3 emails are received.
