On : 12.2.6 version, CLAIMS

ACTUAL BEHAVIOR
---------------
ozf_claim_pub.create_split_claims claim_id sequence increments by 2 instead of 1

When using ozf_claim_pub.create_split_claims API to split a claim into multiple claims the new claims are getting created with claim_id incremented by 2 instead of 1.


EXPECTED BEHAVIOR
-----------------------
claim_id should always increased by 1 when using ozf_claim_pub.create_split_claims

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Do API call ozf_claim_pub.create_split_claims to split claim
