Order Modification (OMD) Agent Not Propagating All Lines to Shipment

Symptoms
When sending a modification to replicate an existing release line and adding new ones, not all lines are propagated to the shipment (s_ship_unit_lines).
An order is loaded with 1 release line and 9 ship units.
The order is planned and tendered/accepted.
An Order modification comes in that deletes the original release line and adds 3 new ones (linked to the original ship units).
When the change is propagated to the shipment - only 2 of the new s_ship_unit_lines are linked to the s_ship unit.
