Unable To Connect To D&B After Applying Patch 27120099 (Doc ID 2432995.1)

After 27120099 patch is applied, trying to access the instance results in the following error:

database could not be accessed. Your company may not have a contract with Dun
and Bradstreet or your user settings may not be set correctly to access the
D&B database. Please confirm that your company has a valid contract with Dun
and Bradstreet. If a contract with Dun and Bradstreet exists, contact your
Oracle Applications System Administrator to confirm your user settings fare
correct. " Please resubmit your request or try again later. If the problem
persists, then please contact your Oracle Applications System Administrator.
