ACTUAL BEHAVIOR

In XML Publisher Reports Watermark comes up in PDF output but does not show in RTF.

EXPECTED BEHAVIOR
-----------------------
Watermark should come for PDF as well.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an RTF template
2. Add watermark
3. generate RTF output
