RMA Order With Cancelled Lines Is Stuck In The CSI Transactions Interface (Doc ID 2434044.1)

When attempting to interface RMA fulfillment to Installed Base
the following error occurs.

Skipping the Fulfillment txn for line id 1064389As its having pending Receipt txn on line

The order line stays in csi_transactions_interface table with processed_flag = N
