Error : FRM- 40350 : When Selecting Attachments Link for a Journal from Journal Inquiry Form (Doc ID 2434423.1)

When attempting to review attachment from a specific  General Ledger  Inquiry Responsibility 
the following error occurs. 

FRM-40350 -Query caused No records to be retrieved

The issue can be reproduced at will with the following steps:
1. Log into general ledger
2. Navigate to Inquiry-Journal 
3. Review the Journal
4. Select Attachment
