Transactions Stuck In MTL_TRANSACTIONS_INTERFACE Due To Locking Issue (Doc ID 2435389.1)

Symptoms

On : 12.2.5 version, Inventory Transactions

There are thousands of sales order issue transactions in the mtl_transactions_interface table that will not process even when resubmitted.
The transactions all have the following flags:

process_flag = 1
lock_flag = 2
transaction_mode = 3
error_code = NULL,
error_explanation = NULL

Steps to Reproduce the Issue
The issue can be reproduced at will with the following steps:
1. Try to process the transactions in the interface table.
2. Find the transaction manager ignores the transactions and will not process them.
