MFS MP Sync Is Taking A Long Time For A New User (Doc ID 2435702.1)

Symptoms

On : 12.2.4 MFS MultiPlatform

ACTUAL BEHAVIOR
---------------
A new MFS user has been created and attempts to Install the application the initial sync is taking a long time  and eventually times out. 


EXPECTED BEHAVIOR
-----------------------
The expectation is that the install will take a few minutes to complete.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Install MFS MP
2. Login and sync
