Symptoms

E-Business Suite R12 Technology Stack, Forms For Applications Technology issues

When Attempting to Launch Forms with number format preference set as 10'000,00 users receive the following error:

'APP-FND-01516: Invalid application username, password, or database Username APPLSYSPUB'

Whenever users select the Number format as 10'000,00 in their preferences, the forms fail to load.

The issue can be reproduced at will with the following steps:
1. Select the Number format as 10'000,00 in preferences.

2. Open forms and confirm error FND-01516 is received

The issue has the following business impact:

Implementers are unable to perform transactions on all DEV / UAT instances as all users have number format as 10'000,00, causing production migration delays.
