Profile option, Service:Default Manual Modifier, uses the following SQL query:

One needs to setup a manual modifier which has qualification_ind = 0.
This document explains how the qualification_ind is determined and
illustrates how to go about setting up a manual modifier which will have qualification_ind = 0
which is required for the modifier to be available in the list of values (LOV) for this profile option.
