Increase In Open Cursor Count Causing Failures Of Ship Confirm Transaction Done From A 3rd Party. (Doc ID 2436868.1)

Symptoms

On : 12.2.4 version, Production Instance

Increase in open cursor count is causing transaction failures , done from a 3rd party.

While doing a ship confirm, 3rd party calls the package APPS.WSH_TRIP_STOPS_PVT. Every Insert to wsh_trip_stops is leaving open cursor .
When this cursor count increases it results in failure of transactions.

ORA-01000: maximum open cursors exceeded

The issue can be reproduced at will with the following steps:
Perform Ship Confirm action using the third party tool - xCarrier
xCarrier is the global transportation management solution which helps GPRS (Global Parts and Repair Systems - Service) teams determine what is the best carrier from a cost and transit time perspective for each shipment.

While Ship confirm is done through xCarrier, it updates the delivery in Oracle and closes the order.
