Increase in open cursor count is causing transaction failures , done from a 3rd party.

While doing a ship confirm, 3rd party calls the package APPS.WSH_TRIP_STOPS_PVT. Every Insert to wsh_trip_stops is leaving open cursor .
When this cursor count increases it results in failure of transactions.

ORA-01000: maximum open cursors exceeded

Full SQL_TEXT of problematic cursor:

INSERT /*+ NO_DST_UPGRADE_INSERT_CONV IDX(0) */ INTO "WSH"."MLOG$_WSH_TRIPS" (dmltype$$,old_new$$,snaptime$$,change_vector$$,m_row$$) VALUES (:d,:o,to_date('4000-01-01:00:00:00','YYYY-MM-DD:HH24:MI:SS'),:c,:m)

INSERT /*+ NO_DST_UPGRADE_INSERT_CONV IDX(0) */ INTO "WSH"."MLOG$_WSH_TRIP_STOPS" (dmltype$$,old_new$$,snaptime$$,change_vector$$,m_row$$) VALUES (:d,:o,to_date('4000-01-01:00:00:00','YYYY-MM-DD:HH24:MI:SS'),:c,:m)

The issue can be reproduced at will with the following steps:
Perform Ship Confirm action using the third party tool - xCarrier
xCarrier is the global transportation management solution which helps GPRS (Global Parts and Repair Systems - Service) teams determine what is the best carrier from a cost and transit time perspective for each shipment.

While Ship confirm is done through xCarrier, it updates the delivery in Oracle and closes the order.

The issue has the following business impact:
Due to this issue, business is not able to complete the Shipping tasks
Issue is in production and hence business critical
