SCAN DATA OFFER GO OVER - DIFFERENCE BETWEEN THE AMOUNT AND ACCTD AMOUNT

Differences between data in table ozf_claims_all and UI.

Steps to reproduce the issue:
  1. Create a scan data offer with adjustment allowed flag set and activate it.
  2. Create a claim and associated with the offer of whole amount. Close the claim
  3. Create another claim and associate with the same offer which will goes pay over association.
  4. Close the 2nd claim.
  5. Verify that the amount in the ozf_claim_lines_util_all becomes zero.
