 Scan Data Offer Can't go over Forecast or Amount on the Offer

The issue can be reproduced at will with the following steps:
1. Create a offer and add 2 lines
2. Create claim
- associate only available quantities
- verify scan amount before pending approval
- request approval and open the claim in pending close/close status
3.Verify the scan amount
