ORA-01403 While Opening Bank Account LOV In AR Transaction Form (Doc ID 2437706.1)

Symptoms

On Test: (Upgraded from 12.1.3 to 12.2.7), Payment System Integration

In Receivables Transactions form, unable to select Payment Instrument.
While opening LOV for Bank Account number, form displays error.

ERROR

ORA-01403: no data found

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Login to EBS with Responsibility: Receivables Manager
2. Navigation: Transactions, Query Existing transaction or create a new
3. Under "Payment Details" -> Click "Select Instrument"
4. Try to launch "Bank Account Number" LOV and see the Error

Due to this issue, users cannot change bank account
