Symptoms

On : 12.1.1 version, Tax Set Up

ACTUAL BEHAVIOR
---------------
When party fiscal classification code "IS NULL" the condition is being ignored even though the party fiscal classification is populated on the customer site.
 

EXPECTED BEHAVIOR
-----------------------
Rule should be evaluated when party fiscal classification is null

STEPS
-----------------------
The issue can be reproduced at will with the following steps:


1. Setup a rule to include condition of party fiscal classification is null under bill to party.
2. Verify that the rule is not being evaluated as expected tax calculation is incorrect.
