After Applying CPU Patch FNDCPASS Does Not Reset APPLSYS/APPS Password and Remains in Working Status When Run (Doc ID 2438386.1)

Symptoms

FNDCPASS not working.

Checked application user passwords and none are locked.

After applying Jul 2018 CPU Consolidated patch to change APPLSYS/APPS password and running FNDCPASS, FNDCPASS is failing with the following error:
