Symptoms
In the Expenditure Inquiry form, the Recalculate adjustment function for mass expenditures selected produces a repetitive Labor Rule message.
A set of expenditure items can be selected and submitted for adjustment. However, there is a decision or confirmation on each selected expenditure item if the user intends to continue with the adjustment. This adds multiple clicks and will increase the volume of time and effort to perform the adjustment activities and render the mass adjustment useless.
This functionality is referenced in the Oracle Support documents mentioned below:

- Labor Costing Enhancements as documented in Oracle Project Costing Release Notes for Release 12.2.2 (Doc ID 1583606.1)
Unfortunately, the main provided Mass Adjustment functionality does not work unless a Project, Project/Task, an employee or an Expenditure Batch is provided.
So, the above Expenditure Inquiry recalculate adjustment function has to be used to mass adjust items selected if the user does not wish to limit by project/task/employee etc.
