Knowledge Base Search Using Exact Phrase Option Does Not Return Results (Doc ID 2438725.1)

Symptoms

In 12.1.3, after enabling the 'Exact Phrase' search option, certain solutions are not retrieved even when they contain the search string.


STEPS TO REPRODUCE THE PROBLEM:
===============================
1. Enable 'Exact Phrase' search option by updating the setting the enabled_flag = Y on lookup_code 'QUERY_PHRASE' on 'CS_KB_SEARCH_TYPE_OPTIONS' lookup_type.

2. Set profile option 'Knowledge: Default Searching Method' to 'Exact Phrase'

3. In KM search for a certain string that is included in several solutions. No results are retrieved.
