R12: Unable to Reserve Purchase Requisitions

Symptoms
On : 12.1.3 version, Accounting related
When attempting to Approve / Reserve Purchase Requisitions,
the following error occurs.
ERROR
No results found, perform Funds Check/ Reserve to view the results.
Decision:
Your Budgetary Control action completed with exceptions.
The issue started after upgrading the database.
Steps to reproduce:
1. Responsibility: Purchasing
2. Navigate to: Requisitions > Requisition Summary
Purchase Req. # xxxxxx
Status = In Process
3. Tab > Lines
Type = Expense
Getting Error:
No results found, perform Funds Check/ Reserve to view the results.
Decision:
Your Budgetary Control action completed with exceptions.
Due to this issue, users cannot Approve / Submit the Requisitions.
