Patch 28054249 Fails During Finalize Phase With "Not Populated by a Crossedition Trigger" Error (Doc ID 2440463.1)

Symptoms

When applying Patch 28054249, the following error occurs during the finalize phase.

ERROR
[ERROR] Revised column PO.PO_REQUISITION_LINES_ALL.CLOSED_REASON#1 is not populated by a crossedition trigger. To avoid data loss, apply a corrective patch in the same online patching cycle or abort the online patching cycle


STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:

  1. Run adop prepare
  2. Run adop apply <Patch 28054249>
  3. Run adop finalize
