During E-Business Suite upgrades (for example from 12.1.3 to 12.2.6), the patch driver fails on script xleupg02.sql with the following error:

1. Applying 12.2 driver patch


The issue has the following business impact:
Due to this issue, users cannot apply the 12.2 driver patch.
