A collector is trying to reassign a notification to another collector for dispute approval, but receives an error and is unable to reassign

STEPS ----------------------- The issue can be reproduced at will with the following steps: 1. Collector tries to reassign notification to another collector
BUSINESS IMPACT ----------------------- The issue has the following business impact: Due to this issue, users cannot reassign for dispute approval.
