Element Entries not Processed in QuickPay or Payroll Process

Information in this document applies to any platform.
When running QuickPay or Payroll Process, assignment is properly processed and request completed without the error, however none of the element entries are processed.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Submit QuickPay.
- Element entries are not processed and run results are not created.
