After Application of Patch 24600585:R12.ICX.B, Getting Error "Please requery the record" When Trying To Change Requisition (Doc ID 2441342.1)

On : 12.1.3 version, Change Order

After application of <Patch 24600585:R12.ICX.B>, when attempting to click change on requisition the following error occurs.

Please requery the record.It has been modified by someone else.

The issue can be reproduced at will with the following steps:
1. Apply <Patch 24600585:R12.ICX.B>
2. Move to iProcurement
3. Requisitions tab
4. Select a requisition and submit for change
5. Above error occurs
