How can users overcome below behavior?

Users have performed the setup for Task Type Assignment in Warehouse Management but the tasks are not being assigned to the resources .

STEPS

The issue can be reproduced at will with the following steps:

1. Task Assignment setup
   Define a Department with a resource assigned and add an employee to the resource created.
2. Define a  Standard Task Types and assign it to the resource from step #1
3. Define a new Rule with below Setup Type:
4. Type:Task Type Assignment
   Name:<enter name>
   Return Value: Standard Task type from step #2
5. Open Warehouse Control Board and observe that no Employee is assigned for the tasks in the List
