Symptoms

When the Property "glog.server.tenderresp.servprov.allowExternalPredicate" is set to "false", then Dispatch Tendering examples do not limit tenders to be displayed for their tender contacts only.

When the property is set to "true", then normal tenders are not visible for the service provider.

Therefore both these scenarios can not be used at the same time as each requires a different setting of the property.
