Batch Name More Than 30 Characters Is Not Allowed In Quick Invoice Form (Doc ID 2442519.1)

Symptoms

When attempting to create an invoice through Quick Invoice form window
the following error occurs.

ERROR
-----------------------
FRM-40735: WHEN-CREATE-RECORD trigger raised unhandled exceptions ORA-06502
The error appears only when the batch name entered is more than 30 characters.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate: Payables=> Invoices=>Quick Invoices
2. Enter a batch name > 30 characters, click new

3. Enter the transactions and click Save and next

4. Receive error

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create a quick invoice
