When attempting to apply a transaction in advance rule to receipt,
the following error occurs.

A cash application is being made against a transaction with zero line amount basis, please contact Oracle Support
STEPS
-----------------------
The issue can be reproduced at will with the following steps with this specific receipt and transaction only:
1. Log on Applications as Receivables Responsibility
2. Go to Receipt Workbench
3. Query the receipt in question
4. Click Application Button
5. Try to apply a transaction
6. The error is occurring
