Processing a Life Event Does Not Allow for Enrollment and Returns Message "The participant cannot change benefits as a result of this life event." (Doc ID 2442813.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When processing a life event, the status is moved to Processed and the below message displays on the Life Event Calculation Processing Summary form:

MESSAGE
-----------------------
The participant cannot change benefits as a result of this life event.
One or more existing benefit elections have been modified.

EXPECTED BEHAVIOR
-----------------------
Expect the life event status to be "Started" so that the participant can access enrollments to make changes.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to responsibility US Super HRMS Manager.
2. Navigate to People > Benefits Service Center and query an employee.
3. Attempt to process the life event in question.
Issue occurs.
