Why 12.2.6 Upgraded EBS Application Displaying Just a Few Applications?

Goal
The purpose of this document is to discuss why an upgraded Oracle E-Business Suite instance will display just a list of applications in the Key Flexfield Values screen as opposed to release 12.1.3 that would display all applications defined in the system. The issue can be reproduced at will with the following steps:
1. Using the "System Administrator" Responsibility go to Application->Flexfield->Key->Values and the "Segment Values" screen will pop up.
2. Select "Find values by: Key Flexfield"
3. Click on the "Application" field and a pop up screen will display a reduced list of applications. Below is a just an example.
- Assets
- Common Modules-AK
- Financials Intelligence (Obsolete)
- General Ledger
- Human Resources
- Inventory
- Payroll
