ATO Buy Item Creating External Requisition Even If On-hand Exists (Doc ID 2443292.1)

Goal

When creating a Sales Order (SO) line for the ATO Buy item (Back to Back Process), the line status is getting changed to 'Supply Eligible', even though on-hand quantity exists.

<Note.1300372.1> suggests doing automatic reservation at the time of order entry to overcome this.
Part of this is to set up the Reservation Time Fence. Since the OM: Reservation Time Fence System Parameter is at the Operating Unit (OU) level , it's reserving all of the SO lines if On hand quantity is available.
We don't want that to happen.

Is there anyway to control the Reservation Time Fence by Order Type?
