Symptoms

On : 12.1.3 version, Spreadsheet import/export

ACTUAL BEHAVIOR
---------------
When importing RFQ lines from a tab delimited file, the application converts quotation marks to inverted question marks.

EXPECTED BEHAVIOR

When importing RFQ lines from a tab delimited file, the application does not convert quotation marks to inverted question marks.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into Oracle Sourcing
2. Create a RFQ
3. From the 'Create RFQ ####: Lines' page, select 'Import Lines' from the 'Actions' drop-down.
4. Select a text delimited file that contains descriptions with the ' " ' symbol.
5. Import the lines. The important lines apparently have changed the symbol from ' " ' to an inverse ? mark.

BUSINESS IMPACT

Due to this issue, item descriptions are incorrect after import process.
