arhzbobj.sql Failed With ORA-02303 while Upgrading to 12.1.3

Symptoms
During upgrade patch to 12.1.3 the file arhzbobj.sql failed with the following error:
ORA-04043: object HZ_xxxx does not exist
ORA-02303: cannot drop or replace a type with type or table dependents
Script was run after upgrade, but many HZ objects still failed with same error above
