AR Invoice Created Not Reflecting In Repository When Copied From Completed transaction (Doc ID 2446147.1)

Symptoms

ACTUAL BEHAVIOR
---------------
AR Invoice Created using copy transaction is not reflecting in Repository when it is copied from Completed transaction

EXPECTED BEHAVIOR
--------------

Transaction should get reflected in repository.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. AR invoice is created with INDIA GST taxes and is completed.
2. Transaction is reflected in tax repository for this transaction
3. Query the transaction in transaction workbench
4. Go to Actions,select Copy transactions
5. New transaction is created with GST taxes with complete status
6. Now this transaction is not reflected in Tax Repository

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot review in tax repository

Changes

 Copied AR transaction is not available in Repository
