Case Folders Get Randomly Stuck in Refreshed Status (Doc ID 2446405.1)

When making changes to a Sales Order in Order Management (payment term change), the case folder should automatically refresh if the data has changed.  In some cases, these case folders get stuck in 'Refreshed' status and cannot be updated.

Steps to Reproduce:

Responsibility: Credit Management Super User
: Analysis

  1. For an existing sales order in Order Management, that has a case folder already created, make a payment term to the Sales Order and save. 
  2. The case folder should automatically refresh in Oracle Credit Management and go back to Saved Status.  The problem here is it gets stuck in Refreshed status.
