ACTUAL BEHAVIOR
---------------
While creating a new service request using CS_SERVICEREQUEST_PUB.CREATE_SERVICEREQUEST public API, the SR is created successfully but the project details does not get populated.

EXPECTED BEHAVIOR
-----------------------
Project information should be populated on the newly created SR.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new SR using service request public API and pass expenditure_org_id, project_id, project_task_id
2. Service request is created without error but project information is not populated
