Symptoms
Problem Statement:
When attempting to update a salary for an employee the following error occurs:
Salary Update Error -This date already exists. Please enter a new date.

Primary Assignment Update failed : This date already exists. Please enter a new date. Salary Failure ORA-20001: This date already exists. Please enter a new date. at "APPS.HR_MAINTAIN_PROPOSAL_API", line 1136 ORA-06512: at "APPS.HR_MAINTAIN_PROPOSAL_API"

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Submit a salary proposal for approval
- After getting approved see the error in the notification for approved process
