Distance Requests to HERE Fail with "Error from Here Engine - 504 Gateway Timeout" Exception (Doc ID 2447409.1)

ACTUAL BEHAVIOR

When running a bulk plan that utilizes the HERE external distance engine (EDE) for distance calculations, a small amount of bulk plans fail, as distance fails to be calculated and the following error is observed in the log:

EXPECTED BEHAVIOR

It is expected to be able to run bulk plans consistently using HERE engine for distance calculations with no issues

STEPS
-----------------------
The issue can be seen with the following steps:

1. Execute a bulk plan from OTM that uses an external distance engine of HERE or perform a distance inquiry between two locations using HERE.
2. Although not seen consistently, the bulk plan will fail with the above error when attempting to use HERE as the ED.
