ACTUAL BEHAVIOR
---------------
We can not update SHELF_LIFE_DAYS on MTL_SYSTEM_ITEMS_B by Application when LOT_CONTROL_CODE is "No Control", but It is possible when LOT_CONTROL_CODE is "Full Control", why is it happening? It's happening for all items in all organizations.
NOTE: issue first presented in Production instance when it was updated after June 13, 2018, but we do not know which patches were applied.
EXPECTED BEHAVIOR

Expect to continue to update SHELF_LIFE_DAYS as the business need dictates.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Organization items > query item > if lot control = full, can change shelf life days.
2. Organization items > query item > if lot control NOT = full, CANNOT change shelf life days.
